Chinese EV Export to the Middle East: SASO/SABER Compliance Guide 2026

Exporting a Chinese EV to Saudi Arabia requires a SASO-recognised type approval, a SABER Product Certificate of Conformity and a Shipment Certificate issued before arrival. Budget three to six weeks for first-time certification, and confirm the car ships with a Type 2 AC socket and CCS2 DC port for GCC networks.

The certification chain, end to end

Saudi Arabia is the strictest GCC market for electric vehicles, and it sets the pace for the region. Every consignment needs two documents on the SABER platform: a Product Certificate of Conformity tied to the model, and a Shipment Certificate of Conformity tied to the specific bill of lading. The PCoC is issued by a SASO-approved certification body against the relevant technical regulations; the SCoC is generated per shipment and must exist before the vehicle reaches the port of discharge.

  1. Importer with a Saudi commercial registration opens a SABER account.
  2. Model data, test reports and type approval are submitted to an approved certification body.
  3. PCoC issued, typically valid for one year per model and importer.
  4. For each shipment, the exporter's invoice and B/L details are entered and an SCoC is issued.
  5. Customs at Jeddah, Dammam or King Abdullah Port clears against the SCoC.

Charging compatibility is the practical blocker

The regulation most likely to catch a first-time exporter is the connector. Chinese domestic EVs use the GB/T standard for DC fast charging, while GCC public networks — Electromaps-listed chargers in Saudi Arabia, DEWA EV Green Charger in Dubai, and hotel and mall installations across the region — are built on IEC 62196 Type 2 for AC and CCS2 for DC.

What to check before you buy

  • DC port photo showing CCS2, not GB/T — export-trim vehicles differ from domestic units of the same model name.
  • AC socket type and on-board charger rating (7 kW single-phase is common; 11 kW three-phase suits Gulf villas).
  • Whether an adapter is offered — adapters are a workaround, not a compliance solution, and some networks reject them.
  • Infotainment and instrument cluster language options, including Arabic where required for retail sale.
  • Battery thermal management specification for sustained 45-50°C ambient operation.

Frequently asked questions

What is the difference between SASO and SABER?
SASO is the Saudi Standards, Metrology and Quality Organization — it writes the technical standards a vehicle must meet. SABER is the online platform where an importer registers the product, obtains a Product Certificate of Conformity (PCoC) from an approved certification body, and then issues a Shipment Certificate of Conformity (SCoC) for each consignment before it reaches port.
Can a Chinese EV built for the domestic market be exported to the GCC as is?
Usually not without changes. Domestic Chinese cars often ship with a GB/T DC charging port and Chinese-only infotainment. GCC-bound units need CCS2 DC and Type 2 AC connectors, Arabic or English labelling, GCC-specification cooling, and a certificate of conformity referencing the applicable SASO standards.
How long does SABER certification take for an electric vehicle?
For a model already type-approved for the GCC, a PCoC and shipment certificate can be issued in a few working days. For a first-time model that needs testing evidence, plan on three to six weeks. Starting the process after loading is the most common cause of demurrage at Jeddah and Dammam.
Do UAE imports need SABER too?
No. SABER is Saudi-specific. The UAE uses ESMA/MoIAT conformity schemes and the Emirates Quality Mark route, and Qatar, Kuwait, Oman and Bahrain each run their own conformity programme aligned to GSO standards. A GSO-aligned type approval makes all of them faster.
