SASO, GSO and SABER compliance for importing Chinese cars into the GCC

Every car we export to Saudi Arabia, the UAE, Qatar, Kuwait, Oman and Bahrain is prepared against Gulf conformity rules. This guide explains the SABER certificate flow, GSO standards, age limits per country and the exact document set customs will ask for.

Compliance workflow, step by step

    1. Confirm the model is GCC-eligible

    Check that the exact trim meets GSO technical regulations (GSO 42/GSO 1785 for lighting, GCC spec cooling, ABS and airbags). We confirm eligibility from the VIN before you pay a deposit.

    2. Register the product in SABER

    For Saudi Arabia, the importer registers the vehicle in the SABER platform and requests a Product Certificate of Conformity (PCoC) from an approved conformity body.

    3. Pre-shipment inspection (PSI)

    An accredited body (SGS, Intertek, TUV or CCIC) inspects the car in China: VIN match, odometer, damage, emission plate, and for EVs the battery state of health.

    4. Issue the Shipment Certificate (SC)

    Once the PCoC and inspection pass, the SABER Shipment Certificate is issued per shipment against the invoice and B/L. Customs will not release the car without it.

    5. Legalise trade documents

    Commercial invoice and certificate of origin are attested where required by the destination chamber of commerce or embassy.

    6. Port clearance and local registration

    At Jeddah, Dammam or Jebel Ali the car is cleared with duty and VAT, then presented for local roadworthiness testing and plate registration.

Do Chinese cars qualify for SASO and SABER?

Yes. Most BYD, Changan, Chery, Geely and XPeng models are already produced in GCC specification and have factory conformity files, which makes the SABER PCoC straightforward. We confirm per VIN before shipping.

What is the difference between GSO and SASO?

GSO issues the shared Gulf standards used across the six GCC states. SASO is the Saudi standards authority that adopts GSO standards and enforces them through the SABER electronic platform.

How old can an imported used car be in Saudi Arabia?

Saudi Arabia normally restricts used passenger car imports to vehicles no more than five model years old, and refuses salvage, flood-damaged or heavily repaired cars.

Are Chinese EVs accepted in the GCC?

Yes. EVs must meet GSO safety and battery transport rules, and we supply the battery state-of-health report plus the charging standard (GB/T or CCS2) so buyers can confirm charger compatibility.

Who pays for the conformity certificate?
