2026 Chinese Used Car Import Duty & Tax Comparison by Country

Landed cost on a Chinese used car is driven by the destination, not the ship. Expect roughly 5% duty plus 5% VAT in the UAE and Saudi Arabia, about 35% duty plus levies in Nigeria, 25% duty plus excise and 16% VAT in Kenya, 15% plus utilisation fee in Kazakhstan, and 20-30% in Cameroon. Age limits matter more than tariffs.

How import tax on a used car is actually calculated

Every market in this comparison assesses tax on the CIF value — the vehicle price, ocean or rail freight, and marine insurance combined — and then stacks consumption or value-added tax on top of the duty-inclusive amount. That compounding is why a 35% headline duty in Nigeria becomes an effective burden well above 50%, while the UAE's 5% stays close to its face value.

Customs authorities in Nigeria, Kenya and Kazakhstan also use reference valuation databases. If your invoice sits below the book value for that model, year and trim, the book value wins. Plan the budget on the reference value, not on the price you negotiated.

Market-by-market notes

UAE and Saudi Arabia

The GCC common external tariff sets 5% duty on vehicles. The difference between the two is VAT — 5% in the UAE versus 15% in Saudi Arabia — plus certification. Saudi shipments need SABER registration with a Product Certificate of Conformity and a Shipment Certificate of Conformity before arrival; without them the container sits at the port accruing demurrage.

Nigeria and Cameroon

West and Central African tariffs are the highest in this set. Nigeria applies 35% duty and a further levy on many passenger categories, and clearing agents' fees are material. Cameroon's CEMAC tariff runs 20-30% depending on classification, with 19.25% VAT and community levies. Both markets favour economy sedans, pickups and minibuses where the absolute tax figure stays manageable.

Kenya

Kenya combines 25% duty, engine-size-based excise, 16% VAT and two smaller levies, all calculated on the KRA's Current Retail Selling Price depreciation schedule. The 8-year age rule is enforced strictly at Mombasa: a 2018 vehicle stops being importable from 1 January 2026.

Kazakhstan

As an EAEU member, Kazakhstan applies the union tariff of about 15% plus 12% VAT, then the recycling/utilisation fee, which for many models exceeds the duty itself. Euro 5 emissions documentation is mandatory for registration, so the vehicle's certificate of conformity must be arranged before the border crossing at Khorgos or Dostyk.

How to keep landed cost predictable

  1. Confirm the age rule for your country before you shortlist stock — it disqualifies more cars than price does.
  2. Ask for the reference valuation your customs office uses for that model year, and budget against it.
  3. Get the certificate of conformity (SABER, Euro 5, or national standard) started at the same time as the booking, not after loading.
  4. Compare RoRo and container rates on the same route; on high-tax markets the freight difference is small next to the duty base it creates.
  5. Request a CIF quote in writing so freight and insurance in the duty base are fixed rather than estimated.

Frequently asked questions

Which country has the lowest total import tax on a Chinese used car in 2026?
The UAE is the cheapest of the six markets compared here: 5% customs duty on the CIF value plus 5% VAT, with no excise on passenger cars, so total tax is roughly 10-10.3% of CIF. Saudi Arabia is close at 5% duty plus 15% VAT, but SASO/SABER conformity certification adds cost and lead time.
Do import duties apply to the FOB price or the CIF value?
All six countries assess duty on the CIF value (vehicle price plus freight plus insurance), or on a customs reference value if the declared price is below the published valuation database. Nigeria and Kenya both use valuation books, so a low invoice will not reduce the assessment.
Which markets ban older used vehicles outright?
Kenya caps imports at 8 years from the year of first registration, Nigeria at roughly 12 years, Kazakhstan requires Euro 5 compliance which effectively excludes most pre-2016 vehicles, and the UAE limits used imports for local registration. Age rules block more shipments than tariffs do, so check them before booking.
Are Chinese electric vehicles taxed differently from petrol cars?
Yes in several markets. Kenya applies a lower excise band to fully electric vehicles, Kazakhstan discounts the utilisation fee for EVs, and the GCC states charge no excise on passenger EVs. Nigeria and Cameroon largely treat EVs as ordinary passenger cars, so the saving is smaller there.
